Github is phasing out Ubuntu 20.04, which we still use in our actions, and currently us doing brownouts; actions/runner-images#11101
Unfortunately, we currently depend on ubuntu 20.04 to provide us an environment for cgroups v1, so we need to look for a replacement, which could be self-hosted runners.
