1. maintainers know how to release docs,
2. infrastructure maintainers know where stuff is hosted and what credentials are involved, and
3. contributors know how to develop

then we're good

1. Make building the docs part of doing a release. Add to hack/CONTRIBUTORS.md, RELEASE-CHECKLIST.md
