What changes are proposed in this pull request?

Navigating to a model version on the UI sends an ajax request to /model-versions/get-artifact but this returns nothing when the proxied artifact set-up as described at https://www.mlflow.org/docs/latest/tracking.html#scenario-5-mlflow-tracking-server-enabled-with-proxied-artifact-storage-access is used. The symptom of this on the front end is that the model schema is not shown on the model version page.

The proposed change is to use a similar approach to the /get-artifact handler which checks if the artifact is to be proxied and gets the path by calling the _get_proxied_run_artifact_destination_path method.

How is this patch tested?

I have written tests (not required for typo or doc fix) and confirmed the proposed feature/bug-fix/change works.

I followed the steps to reproduce outlined in the issue (#6334)

@abbas123456 It appears that an invalid backend store URI is being used on Windows:

file:///sqlite:///C:\\Users\\RUNNER~1\\AppData\\Local\\Temp\\tmpmvw4lf6s\\mlruns.db

The leading file:/// prefix needs to be removed. On line 56 of test_mlflow_artifacts.py, I see:

uri_prefix = "file:///" if is_windows() else ""

We just need to get rid of uri_prefix :)
