• Improve npm installer reliability for flaky networks.
• Keep install behavior unchanged while reducing transient timeout failures.

What's Changed

• npm postinstall download timeout increased from 60s to 180s.
• Added download retry with exponential backoff (1s / 2s / 4s, up to 3 retries).
• Retry is limited to transient errors (timeouts, common network errors, and HTTP retriable status codes like 429 / 5xx).
• Added focused installer tests to cover retry/backoff behavior and failure boundaries.
