Environment: fish 4.5.0, mintty 3.8.2 (MSYS2), Windows 10/11.

In fish shell, the Numpad arrow and PageUp/PageDown keys input numbers instead of performing navigation, even when Num Lock is disabled.

This issue does not occur in bash or when using fish in other terminal emulators.
