@stephengillie SandboxTest passes for me, but with a sandbox not VM. Should I add vulkan as a dependency? This comment suggests not

I would say yes, since the package manager should be facilitating updating the driver, instead of blocking it, as bundling it would do. What are your thoughts?

After rereading the Vulkan doc and cjpais/Handy#99, I agree we should include a dependency rather than getting upstream to bundle it. KhronosGroup.VulkanRT is missing arm64 though, so I'll remove arm64 for now and add it later with a newer Handy version
