Folder settings are not applied when a multi-root workspace is opened in SSH/WSL/Containers #273

Issue Type: Bug
- reproduce
- click the python version button
- select the other python version
- check the setting.json, the python path actually changed as I wished
- However, when I run my codes, the python version is still the default version before I changed.
- This problem doesn't happen when I use vscode locally.
