This pull request adds a README to theme-sample. The README follows the requirements in the Sample Guideline.
I used these docs as source material:
I noticed that samples are being normalized, and that theme-sample will get updated, but until theme-sample gets refreshed, I thought an interim README might be helpful to people who visit this sample.
