Pull Request Overview
This pull request adds GitHub telemetry tracking for user feedback actions on panel edits, specifically adding accept/reject and survival event tracking that was previously only sent to internal Microsoft telemetry.
- Duplicates existing telemetry event to GitHub's non-restricted telemetry service
- Maintains the same event properties and measurements as the internal telemetry
- Adds the new telemetry call between existing VS Code and internal Microsoft telemetry calls
