This PR is to address issue #240918 where large files still get tokenized even if the
editor.largeFileOptimizationsoption is still active.This is caused by the
_tokenizationTextModelPartbeing initialized before_isTooLargeForTokenizationis computed. This PR moves_isTooLargeForTokenizationbefore the initialization of_tokenizationTextModelPartto address this issue.
