This PR fixes #71800
This allows Cmd+H and Cmd+W in a webview while still handling Cmd+W from #82670.
I tested on Mac, but it would probably be good to test on Windows and Linux.
I'm not sure confident in this change. If feels weird to rip out a bunch of code.
