Flipped cursor on line number has shorter tail than system default #66616

- OS Version: Applies to Windows and OS X
When the cursor flips on line numbers the SVG used has inconsistency's with the system defaults, e.g. tail is shorter
Does this issue occur when all extensions are disabled?: Yes
