While working on #44860 I moved some code and added some workarounds to know a least a little about icons themes. I think it would be better to move icon knowledge into the theme service so that I can answers the following questions with more ease

• is a icon theme in use
• does the theme not define an icon for the current element (like the missing folder icons in the seti theme)
