Save file dialog initialized with the filesystem root #60939

- VSCode Version: 1.29.0
- OS Version: Ubuntu 18.04
Steps to Reproduce:
- New File (ctrl + N)
- Save (ctrl + S)
Does this issue occur when all extensions are disabled?: Yes
The save file dialog is initialized with the filesystem root. It happens since one of the latest insiders release.
In stable version (non insiders) the save file dialog is initialized with the location of last focused saved document, which it's the expected behavior.
