Can't stage empty removed last line #59670

Issue Type: Bug
- Remove an empty line from the end of the document
- Select all text Ctrl+A
Git: Stage Selected Ranges- The change is not staged
If you remove a text before that last line and try - it will stage everything but the last line.
VS Code version: Code - Insiders 1.28.0-insider (caaa536, 2018-09-28T05:18:20.266Z)
OS version: Windows_NT x64 10.0.17134
