Steps to reproduce:

  • Open a folder that has extension recommendations in .vscode/extensions file
  • Go to extensions view and open Show Recommended Extensions
  • Make sure none of the workspace recommended extensions are installed

Expected: Workspace Recommendations view should have install all button
Actual: Workspace Recommendations view is missing install all button
