Status bar entry and tooltip were added for updates as part of #277330.
However, that UI will not be available in layouts when status bar is missing (e.g. hidden).
We need an alternative experience that can be displayed in the title bar or below (e.g. in form of notification bar) to allow users to track and install updates.
