This issue occurs only sometimes and probably occurs when word wrap option is enabled.
In general I don't know how to trigger it, so it might be hard to reproduce.

Steps to Reproduce:

1. Use VS Code Insiders
2. In settings set editor.wordWrap to on (I'm not sure if necessary)
3. Open Source Control
4. Open Graph
5. Wait for Incoming Changes
6. Click on the Open changes in Incoming Changes

The expected behavior is that only new changes are displayed, but sometimes I see whole file instead of diff.
