Similar to #274099, I notice how sometimes when a chat response comes in, we simply stop to reveal the output and scrolling ends:

It seems to be related to when a code editor appears, at least that is when I notice it in my testing.

Steps:

• open devtools or make the window smaller in height to force more scrolling
• ask Chat to explain something that brings up code editors
• in my case I asked "explain quotation" or "explain fibonacci"
