Steps to Reproduce:

1. As part of reporting test results via the VS Code API, create a test item (e.g. createTestItem) with no uri (optional constructor parameter)
2. In the VS Code Test Results, the Test Item has a context menu action, and an icon for the row to Go to Test; these actions are always available, regardless of whether the action is applicable (based on the feature working).

In contrast, the same action is hidden for the Test Explorer (for the test item) when it does nothing.
