Browser popup block is obtrusive when refreshing the page with the process explorer open #250469

Testing #249766
- Connect to a remote from vscode web
- Have the process explorer open
- Refresh the page
- By default, the browser will block the auto-reopened popup. This is not avoidable, but you get this dialog which feels obtrusive and is quite non-specific. I think it'd be fine to fail silently here, the user can re-open the process explorer if they want it
