The description needs to mention that setting this to true will enable it to be used in agent mode.

Current description

"If true, this tool shows up as an attachment that the user can add manually to their request. Chat participants will receive the tool in ChatRequest#toolReferences."

I am fine if we remove participants from the description.

Also should this be true by default.
