Seamless relaunch shows completions sequence

Repro:

1. Enable `terminal.integrated.shellIntegration.suggestEnabled`
2. Open pwsh
3. Verify that suggest is working (type `get-`)
4. Close pwsh
5. Open pwsh
6. Reload window
