Consolidates the two constructors of TestContextImplementation.
Historically, one of the constructors was public, and we kept it for backcompat only.
Also, cleaned up the tests so that there is a common helper in test classes to reduce the number of callers to TestContextImplementation. This makes it easier to update the tests if we make any changes to the internal API in future.
