Description
AccentButtonStyle was using the incorrect background brush which makes hover state hard to see in high contrast mode. Updated background from "SystemControlForegroundAccentBrush" to "SystemControlBackroundAccentBrush".
Motivation and Context
Fix an internal issue.

Manually tested.
