Should package-lock.json be updated to 3.3.26 via npm install or similar in this PR, or will that be done in a subsequent PR?

I think this was a bug I introduced when we added the python skills and UV lock auto-updates. I'm checking it now. |

…#1236) ## Description Fix two CI workflow issues discovered in PR #1191: 1. **Lockfile desync during pre-release version bumps** — `release-prerelease-pr.yml` and `release-stable.yml` run `npm ci` before `Update-VersionFiles.ps1` bumps `package.json` to a pre-release version. The lockfile is never re-synced, so the committed `package-lock.json` still references the old version. Add `npm install --package-lock-only` after the version bump in both workflows. 2. **False-positive dependency-review warnings** — `dependency-review.yml` flags `hve-core` with `Null` license and `Unknown` OSSF Scorecard because the private root package is not published to npm.
