Switch was FormAssociated without ElementInternals
New Behavior
This PR updates Switch to leverage ElementInternals by extending a new
BaseCheckboxclass which includes everything but the presentational attributes of Checkbox. In alignment with our current direction, this removes the label and label attributes from the Switch itself. Labels may be associated using HTML Label elements either in isolation with custom styling or by leveraging the Field component with an HTML label.
