Describe the issue:

TextField, with the multiline and disabled properties set to true, disables the scrollbar.

Actual behavior:

TextField does not let you scroll if it is disabled, which prevents the user from seeing a long value in the box.

Expected behavior:

TextField should allow scrolling to see the entire value, regardless of its disabled state.
