Describe the issue:

The previous and next month arrows in the datePicker are not working as expected in the RTL view. Also, their positioning is a bit wrong.

In RTL view currently

1. Clicking on up arrow takes me to next month and down arrow to previous month which is exactly opposite from LTR view functionality of these buttons. But in both RTL or LTR view, they should behave in the same way.
2. The position of the up arrow is to the left side of the down arrow in both the views. This shouldn't be the case. In RTL, up arrow should be on the right side of down arrow.
