Based on wc-3 to master merge #31288 following tasks need to be done:

• make normalize-package-dependencies generic for whole monorepo feat(workspace-plugin): make normalize-package-dependencies generic and faster #31293
• make storybook types and configs generic so both wc and react can use them to reduce dupes / feat: extract root storybook shared types so they can be used by web-component domain #31424

• compile task does a lot of unnecessary things manually. remove manual lage invocations and make the build task rely on used task orchestrator ( lage atm, nx in future ) / chore(web-components): simplify compile script, tweak api-extractor config to stop spamming CI with warnings #31422
• npmignore normalization / feat(web-components): migrate from npmignore to package.json#files for release #31519
