Since Persona was released before it should have, moving it to stable will be different than other components. This issue tracks what needs to be done when releasing persona and before releasing persona:

Before:

• Deprecate versions 9.0.0, 9.0.1, 9.0.2, and 9.0.3.
• Move persona to beta.

After:

• When releasing it, it should start at 9.1.0 instead of 9.0.0.
