Edit screener steps in a PR

Actual Behavior

Screener steps from master are executed

Expected Behavior

Screener steps from the PR are executed

Analysis

Previously the screener has been split to two parts - build (which runs on a PR) and run (which runs in master).
The run uses the docsite from build (correct) but the steps are from master: https://github.com/microsoft/fluentui/blob/master/scripts/screener/screener.steps.ts#L12
