Griffel has three options handling CSS:

1. Runtime
2. Build-time optimization
3. CSS extraction (currently experimental)

Stress Test currently only uses CSS extraction. Look into how to support the other two cases so we can get a clearer picture of Griffel performance with Fluent components.
