Primary reason for this PR is to investigate whether enabling of GivenBulkDeleteRequest_WhenSearchParametersDeleted_ThenSearchParameterStatusShouldBeUpdated is only dependent on already released changes in search param cache logic, such as
which were provided in #5350.
The answer on this question is yes. This PR proves it.
This PR also uses suggested by John >=4x increase in cosmos and SQL databases power to make tests stable.
To avoid constant failures in ValidateTests, GivenPostedProfiles_WhenCallingForMetadata_ThenMetadataHasSupportedProfiles test is disabled. Bug https://microsofthealth.visualstudio.com/Health/_workitems/edit/183694
