Steps to reproduce the bug

The number of issues on GitHub as a whole has surpassed the number that can be contained by an int, which is causing exceptions everywhere Octokit is used. See octokit/octokit.net#2889. The solution is to update Octokit to version 10, which uses 'long' instead of 'int'.
