By default execute setup flow operations in a separate non-elevated process #1251
Description
Suggested new feature or improvement
Today setup flow operations execute in the same process as Dev Home (or in an elevated process when applicable), hence if the latter was launched as admin, operation will also run in the same elevated process. Instead, create a separate non-elevated process to executes those operations.
