Steps to Reproduce:

1. Request code completion via Copilot plugin
2. Plugin thinks for a while, returns "Oops, your response got filtered"

This is not consistently reproducible, but it seems like once it gets into this state it will continue to be broken. Changing the AI model sometimes helps, but not always. GPT-4o seems somewhat less prone to this issue than other models.
