sinonpackage to the latest version 19.0.2 and@types/sinonto version 17.0.3.Specific Changes
sinonfrom 9.2.4 and 2.1.0 to the latest 19.0.2 in the root's package.json and tools folder.@types/sinonfrom 9.0.11 to 17.0.3.Testing
