Description

This PR updates multiple dependencies that are used inside all internal libraries (botbuilder-repo-utils, botbuilder-test-utils, root package.json, etc.) to their latest version.

Specific Changes

• Added clean:node_modules command in the root package.json so it is easier to remove node_module folders recursively.
• Removed test:runtime from the test command, as it was duplicated.
• Fixed issue with babel-traverse resolution, as it was colliding with the actual @babel/traverse package.
• Removed typescript 4.6 from the test:consumers script.
• Updated mocha, lodash, nyc, logger, shx, typedoc, ts-node, source-map, zod, axios, dotenv, xmlbuilder, should, random-js, promise, nock, uuid, mime, and others, to their latest version.
• Some packages weren't updated due to presenting issues/limitations in newer versions, so we will tackle them individually in a separate PR.

Testing

This PR does not contain testing images, since the changes can be validated by the internal process (CI pipelines).
