Describe the bug:
rings smoke tests now expects a variable group: bedrock-cli-vg-test to exist in a project when running the tests. Either update documentation to reflect new requirements, or create the variable group as a part of the smoketest via az cli or another mechanism.
To Reproduce:
Run a smoke test on a fork or locally against an azdo project.

Expected behavior:
Smoke tests should work correctly according to documentation
