Describe the bug:
While running smoke tests locally or from my own environment in AzDO, I run into this error almost 75% of the time. Although there is a PR for Reconciling HLD, it doesn't seem to find it and fails the smoke test. See here for an example.

To Reproduce:
Run a smoke test locally or from an AzDO environment

Expected behavior:
PR for Reconciling HLD should be found since it is successfully created
