I want: to get information about PRs opened into the HLD

So that: I can better introspect my services

Describe the solution you'd like:
Right now, the default method of pushing into the HLD is via pull requests. The Deployment interface in spektate package does not currently fetch additional information about pull requests from the repositories.

• Spektate package should fetch additional information about pull requests to improve the model
• backend in dashboard should support an endpoint to fetch this information

This is a necessary step for #652
