This PR is part of the migration from [[Set]] semantics to [[Define]] semantics. #27644 tracks the complete migration. This is the third step.
Always emit accessors in .d.ts files. This means that typescript 3.7 d.ts files containing accessors will be incompatible with Typescript 3.5 and earlier.
