Fix #1586
Add the ability to customize the appearance of suggested action flippers.
Note that these options also affect the carousel flippers and scroll to bottom buttons.

   styleOptions: {
     transcriptOverlayButtonBackground: 'magenta',
     transcriptOverlayButtonColor: 'blue'
   }
