Upgrade Nebula plugins

Use the latest versions of the Nebula plugins:
```
com.netflix.nebula:nebula-release-plugin:17.2.2
com.netflix.nebula:nebula-publishing-plugin:20.3.0
com.netflix.nebula:nebula-project-plugin:10.1.5
com.netflix.nebula:gradle-info-plugin:12.1.6
```

Also, force the info-plugin version since the project plugin is not using the latest one.
