This is a start at an EarthLocation object to use with finding local sidereal times, as I discuss in astropy#1418 . It doesn't have the sidereal time actually working yet, but it illustrates the concept. What do you think, @mhvk?

Also changed internal use of lon, lat: swapped order in call sequence to
match convention (and coordinates), made default None, so that error can
be raised if an local sidereal time is requested, and used Longitude/Latitude
for them so that they can be defined much more easily.

Well, I managed to get it moved over after all so you can see how it looks with sidereal time in the EarthLocation object.
