Summary

Document exactly which Preview 3 draft capabilities each runtime supports and pin the source baseline so package RC support is described honestly while the spec is still moving.

Acceptance criteria

• Repository docs describe Preview 3 as draft or RC-based support until the official WebAssembly/WASI project publishes a formal Preview 3 launch.
• The support matrix distinguishes native, web, and node backend behavior and explicitly notes that node uses JS interop host adapters instead of node:wasi.
• The documented source baseline names the component-model commit and package RC tags that the implementation targets.
