Summary

Addresses issue #17607 by adding Opera to the list of browsers that correctly imply rel="noopener" with target="blank" for anchor tags in HTML.

Test results and supporting details

This was tested by @EDVTAZ, as mentioned in the above issue.

Thanks for your PR, @jacob-willden! I guess we should change this to "mirror". Opera probably got this change with an update to the underlying Chromium engine. Setting this to "mirror" will base the Opera version off of the Chrome version.
