Language column shows Canadian flag for Catalan (ca) locale #839

Description of Issue:
When a child site’s WordPress language is set to Catalan (ca), Sites › Manage Sites table shows the Canadian flag in the Language column.
The Catalan language code is being treated as CA (Canada). Should map to Catalan (or a proper language icon), not Canada.
Steps to Reproduce:
On a child site, set Settings › General › Site Language to Català (ca).
In the Dashboard, Sync the site.
Go to Sites › Manage Sites with the Language column visible.
Observe the flag shown. It’s Canada instead of Catalan.
