“Content → Manage Extensions” permission blocks viewing extension pages for Team Control users #801

Description of Issue:

A Team Control user who doesn’t have the Content → Manage Extensions permission can’t open top-level pages of add-ons (e.g., Bulk Settings Manager, Lighthouse). They see “Sorry, you are not allowed to access this page.”
Granting that permission restores access, but it should only govern installing/activating/disabling extensions, not merely viewing or using them.

Steps to Reproduce:

Create a Team Control role that:

  • Has access to specific add-ons (e.g., Bulk Settings Manager, Lighthouse).
  • Does not have Content → Manage Extensions.
    Create a user with that role and sign in.
    In the MainWP Dashboard sidebar choose an add-on page like Lighthouse.
    Observe the “Sorry, you are not allowed to access this page” error.
